Weird enough, the first time I heard someone mention this was last year. A family member made the claim that we should be giving people mental health exams prior to them bringing children into this world.

There are a lot of messed up parents, people who have kids for the wrong reasons, people who have accidental kids and were stuck with them, etc...but a test, in my opinion, that is too much control because I assume the government would probably have a hand in that.
